Options must already be added to a option group in order to be added to an item.
1. Go to Dashboard and click Menu in the left navigation
2. Click Items
3. Click on the Item you want to work with
4. Scroll down to the Option Groups section and click on Add Option Group
5. Pick the correct option group from the list and click on Add Option Groups
6. Click Add Option group when done
